This inspection checklist is intended to assist the medical cannabidiol dispensary in becoming operational. . It also contains information that the Office of Medical Cannabidiol will monitor for regulatory compliance as the dispensary continues operations.
GENERAL REQUIREMENTS
All Medical Marijuana (MMJ) facilities must be pre-approved for a Business License before applying for a construction or tenant improvement permit.
In addition to this Checklist, a fully completed Development Services Permit Application and project plans shall be submitted to the Long Beach Development Permit Center. All sheet(s) of the plan(s) shall be stamped and signed by a professional engineer or architect before submittal.
Did you include the type and quantity of MMJ products for dispensation, cultivation, manufacture, and testing in your Business License Application?
Did you include the SDS sheets for the all chemicals/hazardous materials to exist at the facility?
Is all proposed equipment listed and approved by a certified testing lab?
Do the plans clearly show:
The nature of occupancy, use, and construction type of the facility and adjacent spaces
The business name
The type of facility signage
All the hardware on all the doors
Access and egress from the facility and security features (i.e., locking devices, access control on entry doors & delayed access on exit door) * Location of Knox Box adjacent to the entry door
Location & size of electrical service
Consideration of plan layout (e.g., width of aisles proposed, unisex restroom if project is <1,500 ft2, etc.)
Fire protection, fire sprinkler
Fire alarm systems
Location of fire extinguishers (2A10)
Gas detection system
If the selling of food, storage of edibles, and/or vape products is proposed
Consideration of odor control and filtration
Consideration of environmental issues
Consideration of testing of MMJ products
Propane use? (Indoor propane use is not allowed in Long Beach)
If rack storage is proposed. High pile racks require a separate permit
Finish schedule for floors, walls, & ceilings for all rooms provided
Listing of all proposed plumbing fixtures provided (e.g., hand sinks, janitorial sinks, three compartment sinks, etc.)
SPECIFIC REQUIREMENTS - DISPENSARY (ONLY)
Do the plans clearly show:
Consideration of natural and mechanical ventilation (10 persons/1000 ft.2 and 15 cfm per person)
Fire separation? (Generally, no fire separation is required unless the storage area exceeds 10% of the occupancy.)
Health Department approval if edibles are displayed or prepared
SPECIFIC REQUIREMENTS – CULTIVATION FACILITY (ONLY)
Do the plans clearly show:
Consideration given to health and environmental issues
Consideration of minimum and maximum areas * In new buildings or buildings where a change of occupancy occurred, fire sprinklers will be required where the area exceeds 12,000 ft.2
The location of aisles and exit pathways inside the building * Hanging non-fire rated plastics are not allowed; Fire resistant vinyl shall be used only if such separation of spaces are proposed
CO2 detection systems shall be connected to the buildings existing/new fire alarm or sprinkler monitoring system
The location and process of drying the buds
The fertilizers or chemicals being stored at the facility
Electrical power needs and associated wiring diagram
Electrical loads and wiring size for grow lighting, fans, etc.
Natural and mechanical ventilation (10 persons/1000 ft.2 and 60 cfm per person)
Consideration of odor and air filtration
Consideration of water and sewer issues
CO2 enrichment systems, if any. Anchorage for CO2 tanks and a listed CO2 detection system
Cultivation waste management program in accordance with state & federal regulations
Pesticide use at the facility in accordance with the product label
SPECIFIC REQUIREMENTS – MANUFACTURING FACILITY (Only)
Do the plans show:
Consideration for natural and mechanical ventilation (10 persons/1000 ft.2 and 15 cfm per person)
All fuel tanks (must be approved by Fire Department)
All proposed equipment (must be listed by approved agencies)
Health and environmental considerations
Edible food items produced on the premises? Consider air supply and a Type I hood
All waste product (must be stored, transported and disposed of in accordance with state and federal regulation)
CO2 detection systems (must be connected to the buildings existing/new fire alarm or sprinkler monitoring system)

If plant oil extraction will be performed are the extraction processes, type of equipment, mechanical exhaust system, and room construction details documented
